Now in its second phase, the State Assessment Project of the ABA Death Penalty Moratorium Implementation Project was launched in 2003 to implement the association’s call for a moratorium on executions in the United States pending review of laws and procedures in death penalty jurisprudence in each capital jurisdiction. The ABA takes no position supporting or opposing the death penalty, but in 1997 called for a temporary halt of executions until each death penalty jurisdiction can be sure it administers the death penalty fairly and impartially, meets Constitutional due process standards and minimizes the risk of executing innocent persons.
