ABA Approves Model Access Act to Expand Access to Justice by Providing Right to Counsel in Civil Cases
House of Delegates resolution would expand Gideon to civil cases.

Right to counsel should be provided if representation cannot be obtained in a community where Lawyers will not represent a plaintiff in a legal malpractice action and is advised by the Bar to seek out-of-state counsel.
That is not the same thing.
