I cannot believe the obviously false stories this panel has presented ,”hundreds of thousands in Chicago” were defrauded by your new cache phrase “Notario” filing change of status and Employment Authorization(some without the knowledge of the applicants?) and many without applicant signatures? Please !! Then how did USCIS accept and process these ,when in fact they should have been denied based on incomplete or missing signatures! Most of us are not as ignorant as you may want us to be . These stories sound so made up. We who know better can state that USCIS will NOT accept any application without a signature, & as for filing witout the applicant’s knowledge,who would file and pay for an application? what would be the benefit of the “Notario” in doing so.It doesn’t make any sense.

If a lay person can fill out an immigration form for himself , since there are no legal terms on forms or instructions, why do we need an “Attorney” to fill them out and pay their hefty fees . So all these years USCIS/INS has been accepting applications filled by the applicants or a non-attorney person and not return them stating they must bear the signature of an attorney? These are self explanatory forms, you are all conspiring to scare the public into thinking that only an attorney can file forms w/USCIS. It’s not about “Notarios”, it’s about money,you just found a perfect grey area and a play with words to cause confusion and more anguish . You are saying these people are misrepresenting themselves as attorneys, yet when someone fills out these forms , it DOES NOT specifically state that it MUST be filled out by an attorney. As for providing legal advise , if you translate the instructions , these are not specifically legal terms or otherwise can be misinterpreted as such .Everyone knows you do not need to be an attorney to fill out these forms,but your efforts are making it sound as such . One thing is to fill out the forms and another thing is to provide legal advise,where on the forms does it discuss legal advise? Also a NOTARY PUBLIC “Notario” is a vital source for our communities , it is a STATE WITNESS not just for signatures,the Notary’s role is vast , many do not even fill out forms , of any kind. So the marriages performed by a Notary are not valid ,since you are all making it seem like it’s only good for deceiving the public into thinking they are attorneys for immigration forms.

In reading all the comments posted on the USCIS.GOV site where the new “initiative” ads are found , the plan looks like it’s backfiring !! Too bad for the greedy attorneys . Read all the favorable comments on behalf of the non-attorney, honest fillers of forms(not all notaries). I think some changes and retractions are coming soon on the part of USCIS.Everyday I see more and more ads on an assortment of attorneys jumping on the immigration band wagon.Ads are like a variety store(with higher fees) trying to sell to the public everything from modifications,bancruptcy,all kinds of law suits,ambulance chasing isn’t lucrative enough. The’ve discovered a great population they can exploit. In the meanyime they’ve found a scapegoat to distract USCIS and divert some of that money they want from the immigrant community.SOme who are of Hispanic heritage and were once ashamed of it ,not even wanting to speak Spanish , are now butchering the language just to try and make immigrants trust them ,like I too am the same as you ,I understand you plight. Good luck greedy lot.
